Dangerous Dogs Rules May Change In Lancaster

LANCASTER, S.C. -- It's round two for a proposed vicious dog ordinance
in Lancaster County.

  After a heated debate last month, a citizens' committee is tweaking a
proposed law that would've automatically labeled certain dog breeds vicious.

The ordinance labeled pit bulls, American bulldogs, and canary dogs as
vicious animals and required that they be registered with the county,
kept inside a steel cage, and wear special bright-colored collars.

After a public outcry, a committee was appointed to redo the ordinance.
Serving on that committee are dog breeders, Humane Society members as
well as people who've been attacked by vicious dogs....

County Council chairman Rudy Carter said the citizens' committee
stripped all the breed-specific language from the newest version of the
ordinance, and he understands why.

"You can't put a label on a dog. You have to put the label on the
owner," Carter said....

At the very least, county leaders say Lancaster County will see a leash
law out of all these talks. That's something the county has never had.
The last vote on the ordinance will likely be taken next month.
