How important white haws is, can often depend on the part of the country you plan to show the dog. If a dog has a single white haw on the non-show side, it likely won't be much of a problem. It seems that more importance is placed on dark haws in the eastern part of the country. Loose eyes will also over-emphasize white haws and they will be more noticeable in the ring. The surgery you are referring to actually cuts the attachemnt of the haw, dropping it below the outer eyelid level, making it less noticeable. While I am sure it is done, it is not "allowed", in the show ring. In my experience, eyes don't tighten up as a dog matures.

Loose eyes in a young pup will remain loose and perhaps get even looser. I will depend on how much flew the pup will develop as they mature. A wet head with larger jowels will drag the eyes down a bit.

The shape of an eye never changes. Round or almond shaped will always be that way.

Haws can be dropped or removed. However the ABC breed standard does not support such surgery and a dog can be excused or disqualified if it has been so altered.

It ain't worth the risk in my opinion. Besides, the dogs need their their tear ducts.

A dark hawed dog definitely will have a nicer expression if all other parts are good. I have seen very loose eyed dogs, with dark haws, that have awful expressions because you can still see the whites under their eyes. For me, light haws are not a concern. I have finished Champions that had both light haws or 1 and 1 :)
